www.HKRAWAYDAYS.co.ukWe've put together a little something based on the Franchise system soon to implemented in Super League for the 2009 season. Admittedly, it is quite cynical but give it a whirl and let me know what you think. Regards, Evo

Hey Evo good to see you. I'll probably be in and around CC and ESL time in the UK... though I may try and get out to a KR game previous to that depending on time and international game schedule.
Had a read... interesting. Its very difficult to really get any info on the franchise process and stste of the leagues. So I have a couple simple questions. 1. What are the current Sallary caps for ESL, NL1 and NL2? 2. What are the foreign player caps for the three? 3. What are these different gradings of franchises (A,B,C...)?
Now I think the franchising system is OK in theory. It depends on how prone it will be to corruption as some clubs get desperate to get into the top flight. I think eventually ESL will grow to 16 teams, I think its the right number eventually, though this may still be say 10 years down the track.
As you rightly point out, expanding into no traditional RL areas is important but for me expansion does not mean this necassarily... expansion at grass roots level is also very important. Again as you point out, and I agree with, the local Derby's are extremely important and RL has thrived on these, its everywhere, in Australia, NZ, PNG, France and Russia, the Derby's get the massive crowds and help clubs finacnes.
Also.... how old is Stanley Gene... and not the usual 32. He's been that old for at least 5 years now. ;D

I think its a fair article myself Evo And i wouldnt blame KR if they were cynical, personally I think the RFL would be mad to exclude KR, after all sold out stadiums cannot be bad for the game IMO. I agree the geography point is only devised to suit clubs like Toulouse and Celtic. To me it appears that the RFL are not informing the public correctly and SKY's boots n all's feature on Franchising is serving to confuse us all further. for next year franchises will be decided not on the 10 point criteria including geographical location but on a different set of criteria www.therfl.co.uk/~therflc/about/page.php?areaid=193The lack of real info is confusing people. and for me this set of criteria is so open ended its unreal.

1. What are the current Sallary caps for ESL, NL1 and NL2? SL is 1.8 million per year NL1 is 400,000 (but apparently these figures are a guideline only ) NL2 is 200,000 (but apparently these figures are a guideline only ) 2. What are the foreign player caps for the three? I think its 5 players from outside the E.U. i.e likes of Jason Demitreiu (sp), Pat Richards use their E.U passport to enable them to work freely in the E.U so they dont count and theres the kolpak ruling too which enable Islanders and Kiwis to use their countrys trade links with the UK 3. What are these different gradings of franchises (A,B,C...)? For 2012 Franchises will be awarded using a ten point system the more points the higher your rating here are the points CRITERIA YES/NO PTS - Capacity of 12,000
Premier competition standard ground Average crowd of 10,000 + Operating at 40 per cent full Turn over £4million + Solvent Contribution to competition Junior development No salary cap breaches No club within 20 miles

The A, B and C are only guidelines a team will not be selected because they got more out of the 10 but it is extremley likely. Franchising is needed, ATM teams can simply concentrate on the skill of players instead of on stadium, junior development etc. What isn't needed is adding two more teams who will almost certainly sit on the bottom of the table and spread the League's resources further. I think 2014/2015 should be when they expand to 14 teams.

I think the grades are pretty good. Of course the geography rule is there to suit clubs outside of the heartlands. Those teams deserve the point because the game needs to be spread out on a wider scale you can't have too many teams in the Heartlands, it just doesn't work. Hull KR should most certainly be fine, I think it's outrageous that some people think they should move down to NL1. The only Super League teams at threat should be Castleford and Wakefield.

you can't have too many teams in the Heartlands, it just doesn't work. . its worked for 100+ years and over those 100+ years there have been more expansion misses than hits, so i dont buy that teams at threat should be Castleford and Wakefield. Whys that?

I just put it out there as in RLW mag is was mentioned that is a possibility. its a possibilty in the future but i dont think were ready for +14 even at 14, like kiwi fan says the new teams will sit on the bottom of the ladder for x number of years.

As every week passes, we become closer to the date when the RFL will announce the successful applicants for a Super League licence in 2009. If you've been watching Boots 'n' All you will have seen Angela Powers' reports on the clubs that she's visited and the strengths and weaknesses of their applications. The century-long debate about the expansion of the game out of its so-called heartlands continues to rage. What do we gain by allowing new teams into the competition? What are the risks involved? What do they need to do to be competitive within the first three years? Most of the answers to those questions and the many others that I've neglected could be found in the South of France. There was concern and criticism when the Catalans Dragons were given a place in Super League at the expense of say Widnes, Castleford or Salford. It is still a little early to say whether it's been successful yet, but their on-field progress has been impressive. They made it to the Carnegie Challenge Cup final last season and currently sit third in the table approaching the halfway stage. With successive away wins at Huddersfield and Wigan it looks as though they've arrived as a competitive force. It would take a far greater investigation into their finances, facilities and development programmes to give an accurate picture of the club, but there are some positive indicators. Critics may say that they are too reliant on their overseas players. Their tries at Wigan were scored by Clint Greenshields, Justin Murphy, Dane Carlaw and Jerome Guisset. Questions You could say that all four are Australian, the first three definitely so. They also have one of the best coaches in the competition that again was imported from Australia a few years ago. Nevertheless there is a feeling that French rugby league is starting to grow after a decade of decline. One of the most difficult questions that the RFL faces concerns another French team. We are led to believe that an application for a Super League licence in 2009 has been submitted by Toulouse. I have not seen the application but know that as the fourth largest city in France and the home of the aviation giant Airbus there is lots of money in the region. It is also the home of a successful rugby union team, which I often watch on Sky Sports in the Heineken Cup, who are rumoured to be the richest rugby club in the world. Nobody can be certain of the future. Competition for places is a good thing, whether you're talking about a place in the team or a licence for the league. I just wonder whether we need to do all we can to support the French for the next few years to give them a chance. The Heineken Cup is huge now and we need to see if we can learn from it. www.skysports.com/blogs/blog_story/0,19793,12532_3427612,00.html
